It seemed difficult to ban apps that stream games that were already purchased on other platforms, even within Apple's App Store rules. Especially after the rules were specifically updated to accommodate similar remote mirroring apps last summer. But it's not clear why Apple took a long time to approve Apple because Valve removed the beta version of its SteamLink store in June.
